Cowlitz County Jail Roster Overview
The official Cowlitz County Jail roster is county-hosted and free to use. It did not require a login during inspection. The page identifies itself as an inmate roster, bookings, and releases resource and includes dashboard cards for current inmates, last-24-hour bookings, and last-48-hour releases. Each current row can open a Profile / Charges modal, and the page includes a View All Charges button tied to the roster system.
The roster is for adult Cowlitz County Jail custody. It covers people booked by the Sheriff's Office, city police agencies such as Longview and Kelso, corrections staff, DOC-related holds, and other agencies when the person is held at the county jail. It does not replace the Washington DOC incarcerated search after a state sentence, the BOP locator for federal prisoners, the ICE locator for immigration detainees, or juvenile detention records at the Youth Services Center.
Use the Cowlitz County Inmate Roster
The Cowlitz roster is built as a searchable table, not a simple form that asks only for first and last name. Search by visible table information when the filter is available, or use the browser find command if the table search box is not visible. Confirm by matching the name, inmate number, booked-at time, and jail location before relying on a row.
- Open the current roster and read the updated timestamp near the count cards.
- Choose current inmates, last-24-hour bookings, or last-48-hour releases based on the custody question.
- Filter or scan by last name, inmate number, location code, or other visible row text.
- Select Profile / Charges to open the profile tab and the charge tab for the booking.
- Copy the inmate number, booked-at time, court, warrant/citation number, and bond fields before calling or filing a request.
- Use the Register link for VINELink custody notification when a notification record is available.

The table format makes exact row matching important, especially when a common name appears or a person has several charges.

Cowlitz County Bookings and Releases
The roster system separates current custody from recent movement. The bookings page covers last-24-hour intake, while the releases page covers last-48-hour releases. Those pages are useful when a person was just arrested, bonded out, released after a court event, or transferred. They are not long-term archives for every past Cowlitz County inmate record.

Cowlitz County Inmate Records Facilities
Cowlitz County has one mapped adult detention center and one mapped juvenile detention center. The adult jail page says the Cowlitz County Jail is the only detention center in the county and serves the local cities and smaller communities. Juvenile detention is a separate Superior Court / Juvenile Department function and should not be searched as an adult inmate roster.

Booking Process in Cowlitz County
Adults arrested by the Sheriff's Office, Longview Police, Kelso Police, municipal agencies, DOC, or other agencies can be booked into the Cowlitz County Jail. Intake creates a local inmate number. Public roster rows then show the booked-at timestamp, name, number, location, and row actions. The inmate account page states that an inmate account is set up on intake and money found on the person is collected, counted, and added to the account.
Felony bond timing has local rules. The jail FAQ says new felony charges have no initial bail or bond before the person sees a Superior Court judge. Cowlitz County has no weekend or night court, so a felony booking after 7 a.m. Friday generally waits until Monday, or Tuesday if Monday is a holiday. Misdemeanor and gross misdemeanor bail amounts are addressed separately in the jail FAQ, but any bond should be verified with the jail before travel.
Cowlitz County Jail Visitation Rules
Cowlitz County Jail visits cannot be scheduled by phone to the jail. The jail visitation page says visits must be scheduled online or in person at the jail during lobby hours, and all visits must be scheduled 24 hours ahead. Visitors also have to schedule inside the inmate's out time because the scheduling system does not account for that out-time window.

Dress and conduct rules are strict. The county bars revealing clothes, low-cut tops, see-through tops, short shorts, bare midriffs, food, drinks, cameras, and cell phone use during visits. Corrections staff have final authority over visit eligibility.
Request Cowlitz County Jail Records
The online roster does not publish every jail or sheriff record. For identifiable sheriff records, use the Cowlitz County Sheriff's Records page and its GovQA public disclosure link. Include the person's full name, inmate number if known, booking date/time, arresting agency, and warrant or citation number. The research notes report-copy fees for longer records: $0.15 per page for copies of reports 30 pages or longer, $0.10 per scanned page, plus actual postage if mailed.
Washington's Public Records Act supports access to public agency records, but jail records and booking photos are also controlled by RCW 70.48.100. That means a booking may be visible while a photo, medical detail, juvenile record, or other sensitive record is withheld or redacted.
Calling and Sending Money
Cowlitz County uses Securus links for phone and video products. The county visitation page also lists inmate voicemail at 1-866-949-4574, with voicemail messages costing $1.99 and lasting 45 seconds or less. Adult jail mail has a plain-white-envelope rule, and a full inmate mail format was not located in the inspected county text, so confirm the format before mailing.
The inmate account page lists a 24/7 jail lobby kiosk, SmartDeposit, and phone deposits at 1-866-394-0490. The kiosk accepts cash, credit, or debit but not $1 bills or coins. Mailed funds are limited to certain checks, including tax refund checks, SSI checks after eligibility review, unemployment checks after review, checks from jails or prisons, and miscellaneous government checks. No cash by mail and no personal checks.
